I have a friend in Egypt who wants to set up a PayPal account, but can't do it because PayPal is not connected to Egyptian banks. How can he get a PayPal account?
I'm in San Francisco, CA. He would like to do it through some bank account links, but is concerned about their legitimacy. These are the links.

You need to be careful that you don't violate any federal banking laws or Homeland Security rules or laws in helping him. He must open it on his own merits and actually have a US presence in order to have PayPal. Since he is in Egypt, that will be almost impossible to do.
